Assistant Minister for Basic & Secondary Education

MANDATE AND DUTIES:

Basic and Secondary Education as referred to in this Act shall include Primary Education, Junior Secondary Education and Adult Education, each of which headed by a Director, shall be under an individual within the Bureau. The mandate and core functions of the Bureau of Basic and Secondary Education shall include, but not limited to the following:

  1. The design, delivery, coordination, monitoring and review of all Basic Education programs covering Primary Education, Junior, Secondary and Adult Education, in line with the National Policy designed by the Ministry and endorsed by the Government, in harmony with the Ministry’s stated objectives and priorities for the stated levels;
  2. Develop and maintain, through the office of the Assistant Minister, a professional relationship with institutions engaged in education programs supervised by the Bureau;
  3. Ensure effective monitoring and review of content, pedagogy, access, gender equity, management and control of the programs of Basic Education in the country;
  4. Develop, design and implement all Basic and Secondary Education programs and policies in consonance with the changing needs of the society;
  5. Ensure that the educational programs meet the required skills and high education quest of the society and prepare graduates to either enter the workforce with the appropriate vocational skill or trade, or for higher education in post-secondary educational institutions;
  6. Initiate, design, develop and implement appropriate policies for the attainment of well-defined educational goals of the Basic Secondary education level;
  7. Issue permits, subject to approval of the Deputy Minister for Instructions and endorsed by the Minister for operations of Basic and Secondary Education programs in the country.
